The Dragons will not be pursuing Todd Carney after the NRL reportedly told the club his contract would likely not be registered.
The 30-year-old recently parted ways with Catalans despite two years remaining on his current deal.
He is hoping for a return to the NRL.
St George Illawarra were believed to be keen on Carney but have pulled the pin after discussions with the NRL.
Carney was sacked by Cronulla in 2014 after a photo surfaced in which the playmaker appeared to urinate into his own mouth.
Carney endured several controversies during his career with the Raiders and Roosters.
He was kicked out of the game for a year after being sacked by Canberra in 2008 for a series of indiscretions.
