New NSW coach Brad Fittler has named a record 11 debutants to take on Queensland in this year's State of Origin series.
Boyd Cordner was named at captain to skipper the side.
The Roosters forward and James Tedesco, James Maloney, David Klemmer, Tyson Frizell and Jake Trbojevic are the only incumbents from the 2017 series.
Tariq Sims and Nick Cotric were named as the 18th and 19th men.
Penrith have the most players in the Blues squad with four, followed by St George Illawarra and the Roosters with three each.
