Tonga Rugby League have accused Australia of taking advantage of it after their Test match in October.
Tonga and the Kangaroos met at Mt Smart Stadium for the first time two months ago.
The match was a sellout, but the Mate Ma'a claim they received little financial benefit from it.
"Once you feel you are being used and abused, that’s when things are going to start changing," Tonga Rugby League president Semisi Sika said.
Melino Maka, of the Tongan Advisory Council, tol 1 NEWS that the ARLC needs to change its attitude.
"You can see the degree of racism within the [ARLC] and they should treat Mate M'a Tonga with respect," he said.
"Tonga desperately wanted to have a match against Australia. Australia took advantage of Mate Ma’a Tonga."
