The Kiwi club is leading the charge to sign the former Manly premiership-winner with the club in constant contact with his management.

But “Izzy’s law” could see proceedings scuttled.

Izzy’s Law refers to when former NRL star Israel Folau attempted a return to the 13-a-side game in 2013 with the Eels following his stint in the AFL.

Parramatta had little salary cap room and tabled an offer of about $400,000 in the hope of significantly back-ending his deal in the ensuing years of his contract.

The NRL stopped the deal stating Folau’s market value was worth significantly more which led to the Australian Rugby Union swooping to sign the star.

The same rule may impede Foran’s arrival across the ditch with the Warriors reportedly having around $600,000 left for next year’s cap, significantly less than the $1.2 million the 25-year-old was on at Parramatta this year before he was released due to health issues.

“If that’s the case then he won’t be here at the Warriors,” Warriors managing director Jim Doyle told Fox Sports.

“We’ve got no contract at this point in time with Kieran. That’s still a work in progress. We continue to talk to him on a regular basis.

“I would say I’m confident but, as I say to some people, I would say we were the favourites but the favourite doesn’t always win.”

 Foran’s return to the game will be carefully monitored by the NRL after it was revealed the five-eighth had a close relationship with well-known gambling figure, Eddie Hayson.

Strike Force Nuralda, backed by the Crime Commission and NSW Police, has been established to investigate alleged match-fixing in the NRL.

The investigation centres on three Manly games including Manly’s 20-8 loss to South Sydney in Round 16 2015, their 20-16 loss to Parramatta in Round 24 2015, and their 22-10 loss to Parramatta in Round 7 this year.

Foran played for Manly in 2015 before shifting to Parramatta this season.

The NRL will also determine if Foran is mentally fit to return.
